The `fix-ruby-xfree-for-libxml2` patch is no longer needed in Ruby
3.2.3, so we can drop it from mandatory patches going forward. This
matches the change in
https://gitlab.com/gitlab-org/omnibus-gitlab/-/merge_requests/7364.

This commit is needed because once
https://gitlab.com/gitlab-org/gitlab-build-images/-/merge_requests/788
is merged, CNG pipelines that attempt to build Ruby 3.2.3 may fail
because the patch results in a NOP.

The min concurrency and max concurrency option will be removed in 17.0
https://docs.gitlab.com/ee/update/deprecations.html#min-concurrency-and-max-concurrency-in-sidekiq-options.
The replacement is to use a new and simpler `concurrency` flag which
sets the same concurrency value for all Sidekiq processes.

The GitLab Sidekiq chart is already passing the SIDEKIQ_CONCURRENCY env
var

so here we are just passing the value in a different flag.
