Adds more detail to the UBI images documentation, including context

Dockerfiles. Also includes a note on the pipeline conditions required

This explicitly re-implements !507 by revert of revert, but adding
explicity path to the environment variable. As a result, we also update
`mkdir` and `du` calls to use only the environment variables.

Relocate the Bootsnap gem's cache directory outside of
`/srv/gitlab/tmp/cache` to `/srv/gitlab/bootsnap` in order to allow for
`emptyDir` mount handling / limiting of `/srv/gitlab/tmp` as true
