This change allows storing backups on a different S3-compatible back-end
than the primary object storage data, enabling greater resilience
against data loss.

The implementation remains backward compatible with existing `--s3tool`
and `--backup` options. Users can now specify separate tools and backends
for backup and data storage:
  - `--s3tool-backup awscli`
  - `--s3tool-data s3cmd`
  - `--backend-backup s3`
  - `--backend-data s3`

This provides flexibility to consolidate S3 data in MinIO, AWS, GCS,
Azure, etc., while keeping backups in a different provider.
