Kubectl: update to 1.14.10

Switch to using the origin project FTP, as sourceforge is unreliable.

Add `curl` retry logic, add `-s, --silent` and `-S, --show-error`.

Should address "timeout" from source download.

Update Kubectl to 1.14.10, latest 1.14.x release as of 2020-07-17

Add the runtime dependencies needed to ensure that `gm` sees full
support of features to match that of Omnibus GitLab.

Add dependency for gitlab-graphicsmagick to the gitlab-rails-*
containers' CI jobs.

- Add `gitlab-graphicsmagick` container to `phase-one`
(does not include UBI)
- Add that container into the needs for `gitlab-rails-*`
- Add injection of GraphicsMagick libraries to `gitlab-rails-*`
Dockerfile (not including UBI)

Add the GraphicsMagick version (`GM_VERSION`) to the `variables.yml`
to more easily control the version throughout CI.

This adds a custom-compilation of GraphicsMagick, who's output is
placed into a `FROM scratch` container to use by later containers.

Update the download resources for the dsop repo
