The docker container doesn't have curl, so we need to add that, and the
ash shell doesn't regex match by default, so we need to use grep for the
match.

The default is now Git 2.27.0. Let's update the files that use the
Git version.

Sidekiq doesn't include an ubi builder image, so was missing an
anchorpoint for the rails image update.

Update the get_skipped to use templated object storage backups, to need no syncing between get_skipped and the object storages available.
