Previously RUBY_CACHE_KEY was used as the bundle cache key, but we
forgot to bump RUBY_CACHE_KEY when RUBY_VERSION/NEXT_RUBY_VERSION
were bumped. Let's just simplify things and use RUBY_VERSION.
