tools/protolint: update package to latest

Update the "protolint" package from v0.46.1 to v0.47.5. This updates most
of the dependencies, including "gopkg.in/yaml". The older
"gopkg.in/yaml" package, below v2.2.4 [1], contained a vulnerability [2]
which is now removed.
