make: Update build-proto-gem

In this MR - https://gitlab.com/gitlab-org/gitaly/-/merge_requests/7561
we introduced etcd's raftpb as a dependencyof gitalypb. This commit
updates the "make build-proto-gem" pipeline to include raftpb and it's
dependencies
