PR #10011: [ROCM] cuSolver API fixes 27/02/24

In this PR, we fix ROCM build after the recent cuSolver API changes from https://github.com/openxla/xla/commit/dad57bd0d943e08795b3cd55dd27fb4abe0cd9c4

Also a small rocblas fix after the recent refactoring.
